Gender-based Analysis Plus

Introduction

In 2018, Parliament passed the Canadian Gender Budgeting Act. The departmental plans and departmental results reports are being used to fulfill the President of the Treasury Board’s obligations to make public, every year, analysis on the impacts of expenditure programs on gender and diversity.

Each organization is responsible for conducting their own Gender-based Analysis Plus (GBA Plus)

Governance

To build and maintain a GBA Plus capacity, to date, the OPC has appointed a Champion (senior executive) and a co-champion (collectively, the GBA Plus co-champion network) to raise awareness and disseminate information across the organization. This co-champion network has engaged in numerous discussions on how to incorporate GBA Plus into both internal and external services across the office and participates on government-wide working groups.

To support the work of the co-champion network and to ensure the implementation of GBA Plus, a working group has been formed. Members are representatives from all directorates across the office. One of the goals of the working group is to promote GBA Plus as a community of practice. The OPC has also developed a framework and an action plan that are still being implemented.

Capacity

The OPC supports a culture that embraces diversity and inclusion in order to provide the highest quality of service to Canadians and enable the full participation of its employees, clients and stakeholders in the delivery of its activities and its mandate. The Office recognizes the importance of Gender-based Analysis Plus (GBA Plus) to understand the impacts of its programs and services to achieve better outcomes and supports its implementation throughout the Office. As such, to build our departmental capacity, the Women and Gender Equality Canada’s GBA Plus training has been added to the recommended training in the employees’ learning roadmap. Recognizing the need for data-informed, evidence-based analysis, in the coming year, we will be investing in a dedicated capacity to help the OPC incorporate GBA Plus into its work while respecting privacy.

Purpose and objectives of transfer payment program: This program exists under section 24 of the Personal Information Protection and Electronic Documents Act (PIPEDA). This section states - among other things - that the Commissioner is authorized to take any action that is appropriate to promote Part I of the Act. In accordance with PIPEDA, the goals and objectives of the Program are to:

  1. Capitalize on the existing capacity of not-for-profit organizations, such as academic institutions and civil society groups, to generate new knowledge and support the development of expertise in selected areas of privacy and data protection.
  2. Increase awareness and understanding among individuals and organizations of their privacy rights and obligations.
  3. Promote uptake and application of research results by relevant stakeholders.

Expected results:

Immediate outcomes: increased and enhanced sharing and dissemination of information, knowledge and best practices.

Intermediate outcomes: increased and enhanced policy development capacity; increased and enhanced public awareness.

Ultimate outcomes: enhanced privacy legislation, regulations, policies and practices. Improved individual (public) capacity to guard against threats to personal information.

General targeted recipient groups: Non-profit organizations including consumer, voluntary and advocacy organizations, educational institutions and industry and trade associations.  

Initiatives to engage applicants and recipients: While not required to conduct an independent evaluation of our program given its small size ($500K), we plan nonetheless periodically to evaluate the Program independently. Through these evaluations, we will engage applicants and recipients with a view to obtaining their perspectives on the strengths and weaknesses of our program, and how we may improve it going forward.
